Always aim for 6 Dark Star. Late game if you lack AD items, prioritize: Jhin 2 > Kai'Sa 2 > Jhin 1. Level 7 and 8 are very flexible -- most common to play 4 Dark Star + Vanguards Shepherd (Illaoi / Meepsie) / Brawlers (Pantheon) / Rogues (Riven). Emblems are good: Dark Star > Sniper >> Voyager, Rogue, Tank.
Look for an econ engine like Primordian or Timebreaker that fit in Dark Star naturally. Slam items for Kai'Sa / Jhin and push levels.
Level for more frontline / Dark Star as needed. 6 Dark Star is the big spike if you have emblem. You can flex in Voyager and Shepherd easily too.
If you have extra rerolls / paired on 3 costs, consider rolling on 7 before going to 8 for Kai'Sa 2. Illaoi 2 is the cheapest tank to push for level 9 but can also tank Mighty Mech / Nunu / TK. Once stable, skip 8 to go 9.
