Play when you have lots of early copies of Teemo / Leona. Preferably choose a tanky or permanent HP scaling Arbiter trait for Leona. True BIS Leona is 3x Stoneplate but don't overgreed for it. Nasus 3 is nice, but not necessary.
Stage 2
Don't level early at all. Play around early Teemo 2 and Leona. If you're lose streaking, you can play an econ engine.
Stage 3
Slow roll for Teemo 3 and Leona 3. Nasus 3 is luxury. Aim for 4 Vanguard and 3 Shepherd. If behind, consider taking an econ God blessing to hit faster.
Stage 4
Finish your 3* and push levels for 4 Vanguard + Nami or Leblanc. 6 Vanguard is good but only fits on 9 or if you have emblem.
