Look for Arbiter that prints Leona (best with gold interest Leona), gains gold, or gains AP. Ideally you have full items for Zoe + Asol + Bard by end game but you likely will only itemize two. Morgana 2 or Morde 3 can also tank if you have Concentration.
Stage 2
Ideally play around early Zoe and Leona and win streak. Slam items on Zoe and Leona as you get them.
Stage 3
Level to 6 and roll for 4 Vanguard + 3 Shepherd. You can also play 3 Arbiter with Diana temporarily. Always go for 3* tank at lvl 6.
Stage 4
Finish your 3* then level for the 4 costs and more Conduits. You can flex in Karma + Pyke, Illaoi + Shepherds, or Morgana as other frontline.
