Play standard Bilgewater curve WITHOUT rerolling for Illaoi 3. Use Serpent shops for free Illaois instead. Late game drop almost all Bilgewater for 5 costs. Can also play Bilgewater Ryze but plug in Illaoi 3 (https://tftacademy.com/tierlist/comps/set-16-shurima-ryze-zaun)
Stage 2
Collect copies of Illaoi while farming Silver Serpents. Use the Serpents on units only. Roll for Bard before carousel. Prioritize Illaoi items.
Stage 3
Get Illaoi 3 and level for more Bruisers or Bilgewater. If Bard is contested or simply not hitting any copies, abandon 3* and push levels.
Stage 4
Give leftover AD Fighter items to Volibear. Cap with any 5 cost backliner for damage.
